National budget draft lands in Wolesi Jirga for approval

The Ministry of Finance (MoF) on Sunday presented the national budget document for fiscal year 1399 with a total outlay of 428 billion Afghanis before the Meshrano Jirga for approval.

Deputy Finance Minister Zahid Hamdard appeared before the Meshrano Jirga or Senate yesterday and presented information about next fiscal year’s budget.

He said the government of Afghanistan was striving to avail most of the budget from domestic revenues by attracting investment.

He said 289 billion Afghanis were considered for general and 139 billion Afghanis for development spending in the draft budget. Hamdard said 208 billion Afghanis would come from domestic revenues.

According to Hamdard, out of 139 billion Afghanis development, 63 billion would be provided by the Afghan government with the help of various institutions.

The deputy minister said most of the next year’s budget would be spent on sectors such as security, public order security, education, culture and religion, telecom, energy, mining, public services and infrastructure development.

Hamdard said collection of revenue surged this year compared to the previous year.

Senate chairman Fazel Hadi Muslimyar ordered the Meshrano Jirga commissions to assess the budget draft by a special delegation and present it to the house for approval.

Under Article 98 of the Constitution, the general and development budgets are prepared in light with Meshrano Jirga’s recommendations before being sent to the Wolesi Jirga for final approval.

However, the ongoing year’s budget was 399 billion Afghanis, with 124 billion Afghanis going to development and 275 billion to general expenses.
