IECC submits Kabul Wolesi Jirga results to IEC

More than a year after voter registration started for Wolesi Jirga election in April 2018, the Independent Electoral Complaints Commission (IECC) on Tuesday submitted the results of capital Kabul to the Independent Election Commission (IEC).

Abdul Aziz Ibrahimi, a spokesman for IECC, said the IECC had finalized its decision regarding the Kabul election and shared it with the IEC.

He said the IEC, after some processes, would announce the final results for Kabul province. Final results of Kabul Wolesi Jirga election would probably be different from the initial outcome, he said.

The IECC had earlier declared electoral fraud in the Kabul parliamentary election as irreparable and invalidated all votes. But IEC rejected the decision and the government suggested that both commissions recount the votes and respond to complaints.

Abdul Qader Zazai, the Wolesi Jirga secretary, said that they would hold administrative board election barring voting for Kabul representatives if IEC failed to announce the final results before Saturday.

Election results for other provinces and constituencies have been announced but the Kabul poll outcome is yet to be unveiled.

Wolesi Jirga election was postponed by three years under the pretext of electoral reforms, but the government reshuffled the electoral bodies instead of any positive arrangements and changes in the electoral system. The government’s failure to reform the system led to unprecedented irregularities and fraud in the postponed elections.

Election was finally held on October 20, 2018, but the electoral commissions failed to announce its results in accordance with the schedule. Final results for other provinces took seven months to be announced, but the results for capital Kabul as the biggest constituency in the country are yet to be announced.

Unconfirmed reports suggest that some changes have been made in the final results compared to the already announced initial outcome.
