A blast occurred near the “Electronic National Identity Cards Department (e-NIC)” in PD3 of Jalalabad city in Nangarhar, Attaullah Khoghyani, a spokesman for the provincial governor, confirmed.
No group has yet claimed responsibility for the blast.
