From July 15 to 18, the Third Plenary Session of the 20th Central Committee of the Communist Party of China was successfully held in Beijing. It is a very important meeting held at a critical juncture of building a great country and advancing national rejuvenation in all respects through Chinese modernization. The Session not only formulated systemic plans for further deepening reform comprehensively and advancing Chinese modernization, but also provided an important window for the world on China’s pursuit of high-quality development and high-standard opening up in the new era.
The Session focused on the adoption of the “Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization”. It proposed more than 300 important reform measures and made a long-term plan to basically realize socialist modernization by 2035. The strength, breadth and depth of the Session are unprecedented, and can be regarded as a new milestone in China’s reform and opening up.
Reform and opening up is a key move that determines the success or failure of Chinese modernization. The Session sent a strong message to the world about China’s steadfast commitment to reform and opening up in the new era. The story of China’s development success tells us that reform and opening up has always been the key—it was reform and opening up that enabled China to catch up with the times with big strides, it was reform and opening up that brought China’s First Centenary Goal to fruition since the 18th National Congress of the CPC, and it is still reform and opening up that will break new ground in Chinese modernization and lead China to the Second Centenary Goal.
Opening up is a defining feature of Chinese modernization. Given the enormous challenges facing economic globalization, countries in the world have a shared responsibility to oppose unilateralism and protectionism, uphold the global economic order, and keep industrial and supply chains secure and stable. The Session stressed that China must remain committed to the basic state policy of opening to the outside world and continue to promote reform through opening up, so as to develop new institutions for a higher-standard open economy. China is pursuing high-standard opening up not just because we’ve achieved remarkable reform and development success through opening up, but also because this is the right way forward as shown by the laws of economy and the trend of the times. It shows China’s full commitment to sharing opportunities with the world.
Peaceful development is an inevitable choice for Chinese modernization. For a long time, China has committed to pursuing common, comprehensive, cooperative and sustainable security, resolving disputes and differences through dialogue and consultation, and to enhancing security through cooperation. China has kept pursuing high-standard and institutional opening up, and provided new opportunities for global development with progress in China’s modernization. China has advocated the common values of humanity, promoted dialogue, exchanges and mutual learning on an equal footing among all civilizations, and always remained a driving force for progress of humanity. Therefore, the modernization of China means a greater force for global peace and development.
Building a community with a shared future for mankind is the essential requirement of Chinese modernization. China is dedicated to world peace and common development. China will continue to advance the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative put forward by President Xi Jinping, build a community with a shared future for mankind, and contribute to an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.
The Session will not only chart the course for China’s future development, but also inject more energy and make greater contributions to the lasting peace and prosperity of humanity. China and Afghanistan are friendly neighbors connected by mountains and rivers. Since the regime change in Afghanistan, China has actively provided support for Afghanistan’s post-war reconstruction and economic development. Over the past three years, the two sides have continuously strengthened political mutual trust, economic and trade cooperation, and cultural exchanges. China and Afghanistan have increasingly become a community with a shared future while sharing weal and woe.
From now on, China will continue to strive for Chinese modernization through reform and opening up, and promote a modernized world that enjoys peaceful development, mutually beneficial cooperation and common prosperity. Also, China will integrate itself into the global economy more proactively, turn China’s super-sized market into abundant opportunities for the world, and deliver more benefits of its opening up to the world including Afghanistan. A China that is changing and thriving with each passing day, will surely write a magnificent chapter of Chinese modernization in the further deepening reform comprehensively, and create greater miracles that will attract worldwide attention.
